Any quick and easy solutions to turn 4:3 to 16:9 in Premiere Pro? Any tips would be greatly apprecialed

you can't. just letterbox the 4:3 and import the 16:9 into a timeline that has been set for 4:3. The 16:9 will then look like letterboxed 4:3.
