I need a new camera that has great image quality. The camera is going to be on a tripod in the some local in a well lit room. So I don't need features like dealing well with motion or even great zooms all I need is really good image quality. The camera would need to be 5,000 or less, but I want good image quality no matter how cheap (I know from past experience that often the pricer models offer more features but not usually the best quality image). Any and all help would be most appreciated.

Image quality is impacted more from lighting rather than the camera. So if you have a 5000 dollar budget, I'd suggest buying a 3-point lighting kit (Arri is a great brand) and a Panasonic DVX100B or Sony PD170.

You could just blow all your money an a $5000 camera and buy no lights. That's what a lot of people do when they don't believe me when I say lighting is more important than your camera.
