   What are you trying to do to them?  Adobe Acrobat (not the reader, the full package) has tools to create and modify PDF.

   An affordable alternative to the expensive Adobe suite is PDFPen I think  you can find it by doing a Google search for that name. It allows "editable" "interactive" pdfs to be created. I will be purchasing soon to complete work on the support materials for my massive Video Bible for marketing and selling video and services.
