I'm wanting to produce a few music videos but the music needed is by big time artists. Some songs will be only acting and others will be someone singing in place of the original artist. I'm trying to find out how the process works in getting permission to use the songs in a video (I'm thinking a sync license) and permission on using the song but with someone else singing it. Any info helps and is greatly appreciated.

    Thanks

There's a ton of information at the BMI and ASCAP websites.

If you will be making money with the music video, then you have to buy rights to use it.  (This can ver VERY expensive)  If you are just making it for fun and to show to family and friends etc., then you don't need permission to use it because you are not using it commercially.  Example: I once made a music video as a Christmas gift for my Grandmother using a Josh Groban song.  She watches it, and my family saw it, but thats about it.
I wouldn't put it on the web though, because you could get in trouble for that.
    Hope this helps.

you cannot legally use any copyrighted material without the permission of the copyright holder, regardless of the fact you make money on it or not.

Definitely the best place to find the details you're looking for.
